Carter, Sr. (Leslie), Richard L. Williams, Jr. (Theresa), Min. Adrienne P. Carter and Michelle Williams. Cecil was preceded in death by his parents and brother. Service is Friday, October 30, 2015, 11am at Imani Church, 1505 E. 260th St., Euclid, 44132, where family will receive friends at 10:30am.
