On Wednesday June 28, 2023, Billie James Carter Jr., son, brother, father, and grandfather, was called home to the Lord in Akron, Ohio.
Billie was born on August 1, 1954, to Billie James Carter, Sr. and Dorothy J. Finley Carter.
Billie accepted Christ as his personal Savior at Second Baptist Church at an early age under Rev. Stanley E. Lynton, and later in life joined The House of The Lord under Pastor Joey Johnson.
He attended Grace and Crouse Elementary schools, West Jr. High, and Buchtel High School where he participated on both the track and bowling teams. After graduating Buchtel High, Billie attended Central State University where he also participated on the bowling team. Billie loved and excelled in his two hobbies – bowling and fishing. At Central State University, he met and married Lisa Bouldin. To that union two children were born – Brandon James Carter and Brooke Jeneé Carter. His truest passion was spending time cooking, caring for, and loving his grandchildren, Kaliyah, Karter, and Kerrington, to whom he was affectionately known as “Papa Bear”. He loved visiting his mother and preparing breakfast for her. One of his favorite pastimes was spending time at his sister Nealya’s house and laughing with her and his nephew Peter. Billie was employed in Community Development and Social Services before failing health no longer allowed.
Billie was preceded in death by his maternal and paternal grandparents, his father, Billie James Carter, Sr. and stepfather, Grady Welch.
He leaves to cherish his memory his mother, Dorothy F. Welch; his children, Brandon (Desiree) Carter and Brooke (Keith) Lipscomb; sister, Nealya Rai Carter; nephew, Peter James; grandchildren, Kaliyah, Karter, and Kerrington; special aunts, Joyce, Sara and Mamie; bonus son, Christian; lifelong best friend and cousin Ernest “Butch” Brown, and a host of other family and friends who loved him.
