Cecil Travis Fulgham was born in Eutaw, Alabama on April 21, 1926, to Herman Fulgham, Sr, and Mattie Fulgham (Hicks). The family migrated to West Virginia where Cecil enlisted in the United States Navy on July 11, 1944, as a Seaman First Class.
