Cecil Travis Fulgham was born in Eutaw, Alabama on April 21, 1926, to Herman Fulgham, Sr, and Mattie Fulgham (Hicks). The family migrated to West Virginia where Cecil enlisted in the United States Navy on July 11, 1944, as a Seaman First Class. Cecil served in the Pacific Theater during WWII, receiving an honorable discharge in 1946. Throughout his life, he remained a proud Navy veteran. Upon his return to West Virginia, Cecil worked in the coal mines until the early 1950s, when he moved to Cleveland, Ohio. He enjoyed all sporting activities but was particularly fond of baseball and football. He reveled in spending time with family and friends and especially enjoyed the times spent with his brother, Herman, Jr., who also resided in the Cleveland area. Cecil retired from the Lawson Milk Company for which he worked for 31 years. He relocated to Akron, Ohio, where he lived for 22 years until his death on July 6, 2021.

Cecil was preceded in death by his parents and siblings, Dora, Edith, Fester, and Herman, Jr.

He is survived by his four children Elizabeth Parks, Sadie Richards, Thomas Fulgham (Doris), and Barbara Smith-Stepney as well as his nine grandchildren; Sara Venita Parks Jackson (Henry), Albert Tyrone Richards, Anthony Richards (Lisa), Kimberley Smith-Jenkins, Kathryn Parks, Duane Fulgham, Traci Fulgham-Adeen (Rahman), Sanyetta Linn Smith, Andre Richards; 18 great-grandchildren; 2 great-great-grandchildren; niece, Edith Fulgham McIntosh; longtime aide, KaTika Sadler and a host of cousins, nieces, nephews, and friends.
