Fredrick Duvall Williams fondly known as Fred or Papa was born to Carlton Williams and Annie “Betty” Lee Williams-Woge on February 5, 1955, in Cleveland Ohio. He was the second oldest of seven children. Fred received his early education from the Cleveland Public School System. Fred graduated in 1973 from Collinwood High School. While at Collinwood, Fred sang in the high school choir where he took great pride and joy in his choir involvement. While in high school, Fred was introduced to Brenda Taylor through a childhood friend. Fred married Brenda in 1984 and from their union were born three children. Sherman, Candice, and Jasmine “Nikki”. Fred worked for the City of Cleveland as a housing inspector for many years. Years later, he met Deborah “Debbie” Dortch. From his almost 30-year relationship with Debbie, he gained two bonus children, Larry and Carolyn “Niecy”.
Fred took it upon himself to look out for the elderly residents in his building. He enjoyed his friends and most people from all walks of life. One thing is for sure, no one who could work on your very last nerves, like Fred. Fred may have been stern in his ways, but his heart and intentions were in the best interest of others. He truly lived his life the way he wanted. Fred was an avid chess player, he liked coloring, cussing, laughing, playing the lottery, watching sports, shooting the breeze, and most of all spending time with his grandchildren.
