Richard McKinley Hairston was born on June 13, 1930 in McComas, West Virginia. He was the only son born to his parents, George H. Hairston and Cora (Milner) Hairston, both deceased. Richard was preceded in death by his three sisters, Roberta Hodge Johnson, Mildred L. Hodge, and Mattie L. Wilkins.

Richard began his education in McComas, West Virginia where he graduated in 1948. Richard earned a Bachelor’s Degree in Industrial Arts in 1956 from Bluefield State College. In 1968 Richard continued his education at Cleveland State University in Motor Vehicle Management, and subsequently studied marketing at FMI (Ford Marketing Institute) in 1970; Public Administration at Dyke College in 1982; and Motor Fleet Management at Michigan State University in 1985.

On May 31, 1949 Richard married his wife Rosa E. (Martin) Hairston. At the time of his passing they had been married for 77 years. From that union three daughters were born: Barbara (Hairston) Simmons (Duane), Deborah Hairston, and Lesia Hairston-Porter (Freddie, deceased). Richard and Rosa have five grandchildren: Marvin Simmons, Brian Simmons, Travis Simmons, Kelli Hairston and Ryan Porter. They also have many beautiful great grandchildren.

Richard was a man of great faith as he walked in the path of his father, George H. Hairston. He was ordained as a deacon at New Morning Star Baptist Church in McComas, West Virginia. When he and his family moved to Cleveland in 1959 he joined East Mt. Zion Baptist Church where he continued serving as a deacon for approximately 67 years. During his tenure at East Mt. Zion he also taught a Sunday School class. However, in most recently, he was unable to fulfill his duties due to health reasons.

Richard was employed by the City of Cleveland for 28 years before retiring in 1994 as the Commissioner of Motor Vehicles. Richard loved his job and was respected by many. He always spoke fondly of his position with the City and loved telling people about his job and responsibilities. He was truly proud of his accomplishments.

Richard passed away peacefully in the early morning on Saturday, July 18, 2026. He is survived by his wife Rosa and his three daughters, Barbara, Deborah and Lesia. He will be dearly missed by all of his family, as well as all who had the pleasure of knowing him. May he rest in peace, forever remembered by his family and friends, for his kindness and his love.
